This likely to refers to William S. Harney, an elderly career soldier and Tennessee native who was the commander of the US Department of the West in Missouri at the beginning of the war. Despite being in command of an increasingly violent area, Harney was slow to act, a fact that, along with his Southern origins, made US leadership suspicious. While en route to Washington to discuss the situation, he was captured by Confederates and turned over to Robert E. Lee. Due to his Tennessean roots, the Confederates released him and allowed him to continue on to Washington, where he was removed from service in the field and relocated to an administrative position in the capitol. This event did not happen until May 30, 1861, however, which indicates that either Woods heard a false rumor about this event a month early or went back and added this event in later on the wrong date.
